I FIGURED IT OUT. I was right about the timeframe of when the movie was made. I was wrong about who said it (although John Candy is IN the scene… he just doesn’t say the lines). I was wrong about the inflection, but I was close, as it’s said in an excited, anxious manner.  The next thing to figure out is why I’ve been saying this for years, without any context or knowledge...
